The two huts where most people stay are owned by the Marlborough Tramping Club not DoC. The Club maintains these out of funds raised by hut fees.
When applying for permission to access across private land, you will get an indication of how many other people may be planning to be there on the same dates.

The walk to the huts via the Hodder river crosses private land and includes 80-90 river crossings and is mostly un-marked for more info on the route and access permission see the Marlborough tramping clubs page.
